MEPCO Detection Bill – How to File a Complaint and Why It Is Issued

With my experience and doing a lot of research, I have noticed that there are many cases where consumers suddenly receive a detection bill from MEPCO, and they have no idea why it arrived. But as a Mepco consumer, it is very important to know that sometimes this bill is not a result of theft; it can be issued by mistake due to technical problems.

A detection amount is calculated according to that duration and usage pattern. This amount is later added to the customer’s upcoming bill as outstanding charges.

Penalties and Surcharges:

Example:

Original bill=2000 + undercharged units detected=500 + late pay surcharge=100+FPA/TR surcharge=50 + total detection bill=2650. 

Formula: 

2000 + 500+100 + 50= 2650 PKR

NEPRA Rules and Electricity Act Compliance:

  • These bills are under the issued sections 26-A, 39, 39-A, and 48 of the Electricity Act, 1910.
  • Direct hooking or meter bypass illegal act and a police  FIR  under sections 39 and 39-A. 
  • The owner or occupant is responsible for paying the bill loss.
  • For repeat offenders, this bill can be 3 to 5 times the estimated loss, and all equipment used for theft is confiscated as evidence.
  • If a meter is running slowly, NEPRA can charge for it, but only for up to two bills. More charging breaks the rules and can get staff in trouble.

Consumer Rights 

  • Consumers have the right to a personal hearing when objecting to a disputed bill, usually handled by the Circle Review Committee (CRC)

  • Disputes regarding metering, billing, and theft of energy can be brought before the competent forum, which is typically the Provincial or Area Inspection (POI) officer established under the NEPRA Act.

Consumers can challenge a wrong bill by submitting a complaint through the proper procedure. You need these things to solve your issue properly. 

  • Copy of your electricity bill, a regular or wrong bill copy. 
  • Proof of your identity(CNIC) or passport, etc.  
  • Your meter reading record, if it is available.  
  • Any previous messages, emails, or letters with Mepco regarding the bill, etc.

Online Complaint:

  • Visit the Mepco official website or portal using the complaint form.
